According to comments and suggestions received during public discussion on Draft Law on Volunteerism, a group of experts (lawyers and members of IZVoR working group) prepared an amended text of the Law on Voluntary Work. After the public discussion of the amended version, the Law was formulated and submitted to the Assembly of Autonomous Province of Vojvodina by IZVoR Initiative in December 2006. The Assembly will, after the Law is adopted on the Provincial level, submit the Law to the People's Assembly of the Republic of Serbia for further procedure and adoption.

  Promotion and Improvement of Conditions for Volunteer Work in Serbia

 
Law on Volunteering adopted

On 26 May 2010 the Serbian Parliament has adopted the Law on Volunteering, defining volunteer work as organized voluntary services or activities of general interest for the common good.

NSHC participated in the debate on the proposal of this law, which differs significantly from the version proposed by the civil society in 2007.

That version was adopted two years ago by the Vojvodinian Parliament and submitted to the People's Assembly of the Republic of Serbia for further procedure. However, the new Draft Law was made and adopted afterwards.

 

The Big Volunteer Tour

As part of the Big Volunteer Tour, with aim to promote volunteerism, NSHC has organized a street action on 30 June 2009. Ten more actions with the same goal will be organized throughout Serbia in the following months.

14 NGOs with more than 80 volunteers presented its volunteer programs in Dunavski park in Novi Sad: NSHC, Nature Preservation Movement and Volunteers Center of Vojvodina, Center for Youth Work, Prevent, The Youth of JAZAS Novi Sad, Srce Center,  Vojvodina's Green Initiative and Green Patrol, Balkan idea, Ecumenical Humanitarian Organization, Society for Assistance to Persons with Difficulties in Mental Development, Independent Youth Organization Ruma, Youth NGO, and Association of Vojvodina Teachers.

During the action citizens could find out more about the work of organizations which engage volunteers. Informative material on volunteerism was distributed, and a Big Volunteer Quiz was organized. Organization for Creative Gathering made a performance on the subject of non-violence and citizens' activism. Citizens also had the opportunity to volunteer themselves during the action, by joining one of the numerous organized activities.

 

Support to the action was given by young musicians:

Stefan Stanecic (trumpet), Milica Svirac (violoncello), and Marta Kojadinovic (violin).

On the same day, beginning at 9PM, a volunteer party has taken place in Route 66 Club with young bends performing: Recycle Bin, Puls, Alijansa, and Brickheads. Volunteers and NGO activists, as well as others interested in volunteerism and good music, had a good time.

Big Volunteer Quiz

NSHC has organized a media conference on the subject of volunteerism development in Serbia. The conference was held in Media Centre Belgrade on 27 May. The speakers were: Ivana Kovacevic, state's secretary in charge for youth issues, Dragan Golubović, legal counselor of the European Center for Non-Profit Law, Marko Stojanović from Citizens' Initiatives' Youth Program, Srđan Staletović, ISC representative, and Mira Novaković from NSHC. Special emphasis was put on necessary conditions for volunteerism development, and the importance of passing of the adequate Law on volunteerism. Activities of the Ministry for Youth and Sport were presented with aim to promote volunteerism in Serbia. The conference was organized as part of activities within the project ''Volunteer! Promotion and Improvement of Conditions for Volunteer Work in Serbia''.
 
About the project

In February 2009 NSHC has started implementation of a new project ''Volunteer! Improvement of Conditions for Volunteer Work in Serbia''. The goal of the project is to contribute to the development of volunteerism in Serbia, therefore to overall society development. We intend to raise the level of information and knowledge on the importance of proper legislation of volunteerism in Serbia, as well to increase the level of awareness on volunteerism iteslf, its values and importance. We are also going to enhance participation of citizens in creating favorable conditions for volunteerism development and its legislation. The project is supported by the Institute for Sustainable Communities, by means from USAID.

Volunteer work provides significant benefit for the society and gives incentive for citizens' participation in social happenings. It contributes to creation of citizen's responsibility for its surroundings, which is one of the main pillars of democracy. In Serbia conditions for volunteerism are not favorable. The role and the status of volunteers, as well as their engagement, are neither defined nor regulated through existing legislation. On the other hand, significan number of organizations from civil sector and institutions of the public sector engages volunteers on a regular basis.

Together with several NGOs, during 2006 and 2007 NSHC implemented a project 'Initiative for Volunteerism Legislation in the Republic of Serbia',  which resulted in the Draft Law on Volunteerism, after a comprehensive public debate which included all relevant stakeholders. The Draft Law was submitted to the Executive Council of the Autonomous Province of Vojvodina, which sent it to the People's Assembly of the Republic of Serbia for adoption in March 2008.

However, parliamentary elections in mid-2008 resulted in composition of a new government which did not have obligation to carry on with the procedure for law adoption. Ministry for Work and Social Policy formed a commission with task to re-write the Draft Law received from the Executive Council. The changes were made without participation of relevant stakeholders and the public, and therefore the new version is significantly different that the original one. NSHC believes that the law should be in accordance with the needs of volunteers, organizations and institutions which are engaging them. It is therefore necessary to involve all interested parties in the process of making the draft law.

Due to all the reasons listed above NSHC is going to conduct a public advocacy campaign in order to promote volunteer work and to improve legislation framework. 10 cities in Serbia will be the target area for the campaign, with active participation of interested stakeholders, first of all civil society actors.
